Test message-
Please be advised that Bangkok has 4 terminals that PIL services.
However owing different customs office, cargo landed in one terminal,
cannot be interchanged and cleared at another.
Cargo has to be brought back to Singapore for re-transhipment to the
needed terminal. This is because tax that the importers pay can be
substantially different ie as much as USD7000. They would rather
reject the cargo than pay the added tax.
We would prefer our PIL OBL's to indicate only Bangkok as final
destination, in such cases we will have cargo brought to PAT.
However since last year, we had also been servicing Leam Chabang
direct with our Liner vessels. In any case, if you do have a special
request from shippers to bring cargo to a specific Bangkok terminal,
please ensure that such is not only reflected on the PIL OBL's, but
more importantly on the manifest and TDR/MCTS.
We summarise below, the terminals that we can service:
PAT - the normal Bangkok terminal we service
LCH - Leam Chabang which Liner started operating since 1998
BMT - on special request with indication on TDR/MCTS

| | . | Pre-Shipment Inpections on Shipments into Bangladesh
With effect from 15th Feb 2000, all shipments into Cgp with cargoes worth over Usd 5000 need to have a pre-shipment inspection (PSI) at the port of origin. The purpose for the imposition of PSI is to avoid any dispute over the value of the goods with the consignee at the time assessment of duty and for quick release of cargo, but any import without L/C or without PSI, the assessment of duty on the goods shall be made as per usual process.
Although PSI is not compulsory, we would recommend to advise our agents at all ports of loading to conduct PSI so as to facilitate the releasing of cargoes and port operations in Cgp.
There are three appointed inspecting firms for the supervision of PSI in three zones (Block A, B & C) as follows:

These three appointed inspecting firms shall arrange PSI at the respective Port of origin through their own office, subsidiaries, joint venture, affiliates and agents.
The Inspecting Agents shall conduct pre-shipment inspection in respect of value, quality, quantity, description of goods at the Port of Origin before shipment.
On completion of inspection, the Inspecting Agents shall endorsed the Shipping documents such as Invoice, Packing List and, in addition to that, they will issue a certificate stating the container number & seal number.
The name of the Inspecting Agent shall be specified in the L/C by the Bank and the L/C opening Bank shall have to forward a copy of L/C to the local office of the Inspecting Agents in Bangladesh for onward transmission to their respective overseas offices to conduct PSI.
The overseas offices of Inspecting Agents shall send a copy of Report to their Bangladesh Office for onward submisson to the customs.
The Customs Authority shall verify the documents submitted by the consignee with the copy of report they received from the local inspecting agents, and if it is found in order, they shall release cargo upon payment of govt. revenues.
The inspection fees shall be paid by the customs to the local offices of the Inspecting Agents in Bangladesh.
However, the following goods are exempted from the PSI requirements:
1. Goods fully exempted from customs duty.
- For those goods which are free from customs duty.
2. Goods imported by a Govt. Semi-Govt, Sector Corporation or Autonomous Organisation (imports of raw materials or intermediate goods for commercial manufacture or production are included in the PSI)
- For those goods which are imported by the Govt.
3. Import consignment of a value equal to or less than USD5,000 (whether imported against LC or not)
4. Perishable goods including fresh fruits, live animal, living plant, fish and meat.
5. Goods for export oriented industries imported under bonded warehouse facilities.
- Goods imported for re-export.
6. Goods imported as relief under authority of the government.
- For relief goods imported under the approval of the Govt.
7. Goods imported by privileged persons as per entitlement laid down by the government.
- Privileged persons are entitle to get duty free benefit on the
goods imported.
8. Goods imported by a diplomat or under the coverage of diplomatic facility as per Vienna convention, 1961 duly certified by the Ministry of Foreign affairs, Government of the People's Republic of Bangladesh.
-For cargo imported belongs to Diplomats.
9. Machinery and equipment imported for the rehabilition of deaf, dumb, blind and physically and mentally handicapped persons.
10. Defence stores
- For defence cargo.
11. Goods imported under Non-tourist Baggage.
12. Goods temporary imported under authority of the Board.
- For transit imports under the approval of the Govt. for
subsequent shipment to third countries.
13. Capital Machinery of value not exceeding USD.15,000.
14. Books, periodicals and Newspapers.
16. Art and Artistic works.
17. A. Petroleum oils and oils from bituminous minerals. Crude petroleum oil and oils obtained from bituminous minerals other than crude, preparations not else-where specified or included containing by weight 70% or more of petroleum oils or oils obtained from bituminous minerals, these oils being the basic constituents of the preparation.
B. Motor cars and other motor vehicles principally designed for the transports of persons including station wagons and racing cars (used and reconditioned only }.

We would inform that the Government has introduced a new rules stating that all
the imports into BangladeshW worth over usd5000 shall have to a pre-shipment
Inspection [PSI] from the port of origin effective from 15th feb,2000.
In this conncetion there have been nominted three foreign firms for supervision
of PSI in three separate zones and as per the arrangement, M/s. Interlink
Testing Services[ITS] has nominated for Block A covering 47 countries including China,
Hong kong,France,Italy,Switzerland & Sweden.
Block B covering 14 countries including India, Nepal Malaysia,Thailand,Singapore and
Sri Lanka has nominated to M/s. Inspectorate Griffth. and for others 91 countries including
USA,Japan,Taiwan and countries of Middle East and Far East has nominated to M/s.Bureau Veritas.
In view of the issuance of new rules we find that once any shipment if effected
over worth USD5000 without having PSI the clearence of cargo may delayed and the containers
will remain stuck.

ICD destination on the Final Destination box provided.
If freight is only paid up to Bombay, an added clause can be inserted on the
body of the BL:
"Carriers responsibility and liability ends at Bombay CY, on carriage charges

Please be careful with package and weight declaration for cargo going
into China. With new ruling party in place, heavy emphasis has been
placed on stemming smuggling and other illegal activities.
A wrong declaration can lead to local authorities misinterpretation, very
often leading to much complications / embarassment caused to China
